Metro Atlanta freight activity extends beyond interstate through-trips. The Atlanta Regional Commission's freight plan considers industrial areas and the connections between trucks and other transport modes. Its February 2025 presentation identifies named freight clusters, giving readers a way to locate broad concentrations of distribution activity without treating an entire county as one industrial district.[1][2]

Named freight clusters

The presentation lists Airport, Conley, Fulton Industrial Boulevard, South Fulton and Southeast DeKalb among the clusters. Other named areas include Dobbins, Northwest Cobb, Norcross, North Gwinnett and Tucker. These are planning labels in the ARC document. They are not city boundaries or a separate court system.[2][3]

Road and intermodal connections

ARC's May 2023 background presentation discusses regional rail facilities, including Norfolk Southern's Inman Yard in northwest Atlanta and CSX's Fairburn Yard. It also identifies Hartsfield-Jackson Atlanta International Airport as an air-cargo facility. Those references explain why regional freight planning considers more than highway lanes alone; they are dated planning evidence, not a current facility inventory.[4]

Using the plan carefully

The February 2025 presentation records concerns about truck parking and local delivery, alongside railroad-crossing issues. Such planning priorities can help frame a records search about an area. They do not establish the origin of a particular shipment, identify the operator of a truck, or prove why a collision occurred. That requires incident-specific evidence beyond a regional plan.[2]
